regarding “The application of special economic measures in foreign economic activity in order to ensure the security of the Russian Federation”.

This Decree expressly prohibits or restricts (as the case may be) the import and export of certain categories of goods (finished products and raw materials) to/from the territory of the Russian Federation until December 31, 2022.
